Accompanying documents

The following documents accompany the  County Sligo Development Plan 2024-2030:

  • Housing Strategy
  • Draft Local Transport Plan
  • Wine Street car park Masterplan

See below for more details. Their recommendations are reflected in the policies and objectives of this Draft County Development Plan.

Housing Strategy

A Housing Strategy for County Sligo has been prepared in accordance with Part V of the Planning and Development Act 2000 (as amended) covering the functional area of Sligo County Council.

A robust evidence base, derived from the Housing Need Demand Assessment (HNDA), informs this Housing Strategy. The requirement for a HNDA is set out in the National Planning Framework (NPF), specifically NPO 37. The HNDA has been prepared in line with Circular 14/2021 HNDA and the ‘Guidance on the Preparation of a Housing Need and Demand Assessment’.

The Housing Strategy and HNDA provide an evidence base for the formulation of housing policy and the delivery of housing across all tenures and typologies in accordance with statutory guidelines.

Draft Local Transport Plan

The requirement for a Local Transport Plan is set out in the NWRA’s Regional Spatial and Economic Strategy (RSES). In 2022, Sligo County Council commissioned specialist consultants Jacobs Engineering Ireland Ltd. to prepare a Local Transport Plan (LTP) through the Area Based Transport Assessment (ABTA) process.

The area subject to ABTA largely coincides with the Sligo RGC Strategic Plan Area identified in the RSES including the Satellite Villages of Collooney and Coolaney.

LTP guiding principles

The Draft LTP establishes six principles to guide future transport development at local level. These are presented in Chapter 5 of the document:

  • Support the Climate Action Plan through reducing emissions from the car, enhancing Active Travel and Electric Vehicle provision to promote modal shift.
  • Support the Regional Spatial and Economic Strategy by providing a permeable Sligo Town Centre for walking, cycling and the mobility impaired.
  • Ensure that the Study Area is flexible against the projected population growth and residential developments by providing safe, convenient alternatives to the private car, without inhibiting arterial connections.
  • Ensure the needs and requirements of the elderly and mobility impaired are supported through a more accessible transport system within the Study Area.
  • Develop robust measures to secure funding in line with the National Investment Framework for Transport in Ireland.
  • Improve social inclusion and wellbeing by promoting Active Travel linked to a ‘sense of place’ within the Study Area.

Wine Street Car Park Master Plan

The Wine Street car park is an important central area in the centre of Sligo Town. Its redevelopment is considered strategic for the future of Sligo. This masterplan replaces a previous one prepared in 1999 but never implemented.

The masterplan is based on a “preferred development option” for the area, selected from a number of possible options, having regard to factors such as land ownership, accessibility, urban design, pedestrian permeability etc. The ultimate objective of the masterplan is the creation of a mixed-use focal space in the heart of Sligo Town.
