Sligo – Strandhill Municipal District
Introduction.
Following the implementation of Phase One of the speed limit changes, the reduction in the default speed limit on rural local roads from 80km/h to 60km/h, local authorities are directed by the Minister for Transport to implement Phase Two of the proposed speed limit changes; the implementation of built-up and urban area speed limits, i.e. 30km/h speed limit zones within built up and urban areas.
This second phase of speed limit changes is to be implemented by local authorities through the adoption of ‘special speed limit bye-laws,’ rather than the introduction of a 30km/h default speed limit in built-up and urban areas. Accordingly, in respect of those roads in built-up and urban areas that local authorities propose to change the existing speed limits, it will be necessary to undertake a statutory public consultation process, in accordance with the requirements of the ‘Road Traffic Act 2004’, as amended. Furthermore, as the making of ‘special speed limit bye-laws’ is a reserved function, the speed limits on such roads can only be changed where a majority of the elected members vote to do so.
Local authorities are requested to implement the proposed speed limit changes in built-up and urban areas in accordance with the procedures set out in the updated ‘Guidelines for Setting and Managing Speed Limits in Ireland’, and in accordance with the particulars, requirements and deadlines set out by the Minister of Transport to ensure implementation of all urban speed limit changes by 31st March 2027 be changed where a majority of the elected members vote to do so.
The draft proposals for the non-statutory public consultation will be available to view on the Sligo County Council’s public consultation portal from Monday, 13th July to Monday 27th July 2026. The portal is accessible at: https://consult.sligococo.ie/browse
The consultation portal will feature mapped information detailing the proposed 30 km/h speed limit zones within the built-up and urban areas of the Sligo–Strandhill Municipal District, as set out in the ‘Guidelines for Setting and Managing Speed Limits in Ireland’.
Please Note: This is a non-statutory public consultation. Only submissions received during the subsequent statutory public consultation period will be formally considered. For this reason, members of the public are strongly advised to submit their formal comments during the statutory consultation phase which will take place in August 2026.
